Right. Had further clarification on this from someone who won't let me give their name; sufficed to say they absolutely know what they are on about and are located in Zurich.... It is a contact I have spent many moons gaining the trust of after meeting them at the O2 and I won't be entering into any discussion on the matter of their identity, they will only allow me to say that they work for the IIHF. The Jan deadline is for international transfers requiring movement of an ITC from one jurisdiction to another/new application; this would include an ITC holder returning home where his ITC would 'move' into abeyance. Movement within jurisdictions IS NOT affected or stopped by the deadline although the IIHF have asked that late season transfers be scrutinised by member associations and only sanctioned in special cases, or in the interest of 'National development'. They do admit however that they have few teeth in the area of within border movement.

Think I understand that Nem, but as EU Employment Law covers all memeber States is a move from, say Italy to England (purely hypothetically, obviously) classed as within border, and International?

HAHA! You have asked exactly what I did mate. My person wouldn't be drawn even hypotheticaly and simply said that any such occurance had yet to be 'tested' Will Panthers lead the way for world hockey?

are ENL or EPL covered by the same rule as the elite league with the transfer deadline?
basically could either of those leagues sign them first and then put them into the elite leagues teams grasps?

The reason I ask is that as I understand it, it is illegal to restrict the movement of a worker within the EU.
This first came to light in sporting terms with the Bosman ruling in Football, but there are comparisons that can be drawn in Rugby Union and Rugby League.
Whilst the IIHF might say 'we'd prefer it if you don't do this', if a club tried it, I don't see what could be done to legally stop it.

British ice hockey are affiliated to the IIHF. Therefore all hockey in this country is effectively sanctioned by the IIHF. I think they (IIHF) are being very careful what they say about this and they are just going to play it by ear so to speak. I think it is up to a club to test this deadline along the lines of which you are talking. I do know that there is a case in Europe at the minute on behalf of sports in general. They are seeking an exemption in certain parts of European law on the basis of preserving competitiveness in sports. TBH I can see the argument and kinda agree with it. There are exceptions to most rules and sport IMO is one in this. Not just hockey, all sport.
