By my maths, Steelers have so far signed 11 of their 23-24 squad back, which seems a very high number, when you're only allowed 15 icing.
Cardiff perhaps had a couple of years when they signed a lot of players back (10 17-18 to 18-19 for example), but 11 import returnees? Maybe more? (Harper/Nicholls as yet unsigned anywhere)
Whilst I get it's tempting not to change a winning formula, they're all a year older, and other teams are trying to get better? Is that too simplistic? I guess the results will tell...

Harper barely made an impact when they signed him mid season, and Nicholls didn't stand out particularly, so I think Miceli is an upgrade on both of those
