Whether a player is Irish-Canadian, Irish-American or Irish-Russian, they couldn't be signed over and above the import quota unless they were registered as a hockey player and playing with a team in the Irish Hockey Association. Which basically means they can sign a player from an Irish team as though they are British.
I would also assume that if the player needed an ITC to play in Ireland in the first place (and I'm not sure whether they allow ITC players there anyway) they would be excluded from this new allowance for EIHL teams.

The Giants will be the main beneficiary from this ruling presumably, as they will be able to draw on local players in the RoI as well as NI. That will give them a similar opportunity as the teams on the mainland have with British registered players.
Presumably, all the EIHL teams could take advantage and recruit Irish players (though the supply will be quite limited I suspect), but the logistics of crossing the Irish Sea on a regular basis will rule it out in most cases I imagine.

I guess it would be easier for Belfast as they're closer, but as you say won't give them any more of an advantage than clubs on this side of the water get from being closer to Brits that aren't from NI. If we recruited an Irish player would they need to cross the Irish Sea any more often than an English guy playing for Belfast?

To be honest, I don't really think it makes any difference. The chance of an Irish player being good enough to ice in the EIHL is very very remote due to the lack of rinks and teams in Ireland.
