It doesn't get covered by the EIHA as per that article. However I'm sure it will be flowed through to the EIHL if it's in the IIHF rulebook for the upcoming season as that is the basis of the EIHL rules.

I note that in the first round of CHL games last night there wasn't a single instance of a goal being scored on an PP extended for the whole 2 mins under the new rule.

I note that in the first round of CHL games last night there wasn't a single instance of a goal being scored on an PP extended for the whole 2 mins under the new rule. I'm sure there will be in time, Cardiff managed it on the first penalty the other night in Belfast. What this rule will also do is suppress PP% and improve PK% numbers, as, I assume, the stats for scoring a goal on a minor penalty instead of being 1 for 1, will become 1 (goal) for 2 (chances, the one they scored on and the one they didn't), being effectively the same as a major penalty, when you can never score 100% of your chances (unless, in theory, you score dead on the 5 minute mark, and the restart is at full strength? Is that even allowed?). Thus, you can never score 100% on a given PP, whereas you can now, thus the stats will be down. For example, a team has 5 2 minute PPs under the old rules, and scores on 2 of them. Their PP will be 40% (2 from 5) Assuming the same scoring scenario under the new rules, they will have a longer time on the PP, of course, but they will also have 2 extra PPs they didn't convert (the extra bits on the 2 they did convert on) so the PP stats will, I assume, be 2 for 7 = 28.57%? PK of course, is the opposite. I may be overthinking this though...
