Yeah, you're right, I confused myself.
What I meant to type was that there's nothing to stop them appying for a normal Casino Gaming Licence. They would just have fewer/lower jackpot machines, but machines are only a part of a whole Casino.

There are to be afew more super casinos built over here over the next 10 years, so dont be suprised if the dome doesnt eventually get one.
On the other hand though they can just go for a casino liscence being the card game jackpots are not affected by the jackpot machine limits.
The casino was to be built as a part of the dome, the main arena, small ice arena and shopping centre around the outside of the entire dome is still to be built regardless of the casino. Im guessing the casino will be built into the dome too nomatter what the outcome was.

The problem is of size. The casino was to be where the money was. A small casino doesn't generate the profits so they may not want to invest as much. Casinos make their real profits from slots not tables.
My guess is the Gov't will give them the nod to put a casino in with the wink that by the time it's up and running they'll let them have bigger jackpots on the slots. It'll be a casino that grows in size over the years.
