I think 'seeding' is almost certainly used as one of the factors. But you still have to bid, you are not simply offered this. Had Minsk not put in a bid, they would not have been selected irrespective of how they finished the group. :-)

Of course Minsk wouldn't have been selected if they hadn't offered to hold it, the IIHF can't force a team to host their competition! But by virtue of seeding, which you now concede is a factor, Sheffield would only have got it if two other teams turned it down, putting to rest the conspiracy/stitch up claims some of your fellow Steelers fans have been making.

Perhaps the IIHF have just become aware over time that controversy and bad publicity follows the Steelers around and they just didn't fancy taking the risk !

All interested teams have to bid at the same time, in the event those with first dibs turn it down. So not to delay the scheduling & logistics.

When you consider how much their trip to Minsk is going to stretch already tight finances it is little wonder our friends up the M1 are so disappointed with losing out.

I don't think Sheffield are in any financial difficulty, I just think that for the first time in their history they are living within their means and perhaps it's time for their fans to realise that they aren't as big and wonderful as they thought they were now they are being ran as a proper business(financially anyway, reputation/PR wise they are worse than ever). Who knows, Sheffield Mark 5 may last more than 10 years as a business.
